Sap Bo SIA is down

Hi exports ,

Iam  using sap bo 3.1 and sp3 ,,and back end data base is oracle  and i installed s/w sucessfully ..i just migrated From QA to Dev  univers,reports and documents ..ones it done ,iam facing issue : my SIA is down and i restarted server and i shutdown machine but still iam facing this issue   and iam able to login universe and richclient and cmc  and u can find screen shoot below ...
