Hi Sri,
Try this sapcontrol -nr 61 -function Stop and cleanipc 61 remove.
Make sure everything is now clean
then try sapcontrol -nr 61 -function Start.
Also, check your /proc file system is mounted is you are running on AIX.
Upload dev_w0 dev_disp and enq files from work directory of CI and SCS/ASCS.
